Save Rodman Reservoir, Inc. hopes the 2003 Florida legislature will pass two enactments during the session that will greatly improve Rodman's chances for long term survival.

  1. One enactment is a bill that would designate Rodman Reservoir a State Reserve. Rodman's fate has hung in limbo ever since the federal Cross Florida Barge Canal lands were returned to the state. The bill to name Rodman Reservoir a State Reserve would give Rodman official status and put and end to much of the indecision on Rodman's fate.
  2. The second enactment is known in government language as a "Memorial". It is an official communication between governments requesting some sort of action. In this case, the action requested is the deeding of the lands now owned by the U. S. Forest Service that are a part of Kirkpatrick Dam to the State of Florida.

Both pieces of legislation have been introduced in both the Florida Senate and the Florida House of Representatives and their texts are identical. The tables below lists both legislative items along with their text and the committees through which they must pass to be brought to a vote of the full senate and house.

SB 2042 GENERAL BILL by Smith (Identical HB 0697) Rodman Reservoir State Reserve; establishes said reserve; directs Recreation & Parks Div. of DEP to develop multipurpose recreational opportunities & provide supervision of area; allows public hunting; authorizes State Lands Div. to acquire adjacent or contiguous property; requires State Lands Div. to notify persons with easements in area; requires report. Creates 258.166. EFFECTIVE DATE: Upon becoming law. SB 1656 MEMORIAL by Smith (Identical to HM 1669) National Forest Lands/Palatka; urges Congress to provide for conveyance of National Forest lands underlying George Kirkpatrick Dam on Ocklawaha River near Palatka, Florida, & related lands to State of Florida.

Memorial (HM 1669 & SM 1665) in Brief:: The memorial was passed by the full House of Representatives on 4/10. The Senate version (which was identical to the house version) was slated for a vote on 4/16 by the whole senate. Since the house bill was complete, the senate bill was tabled and the house bill substituted in the senate and was adopted unanimously by the senate. The Memorial must now be signed by the Speaker of the House and the President of the Senate before it is sent to Washington, D.C. It is expected the Marion and Putnam County Commissions will pass Memorials identical to the legislative version and these memorials will accompany the legislative Memorial to Washington D. C.
